Dr. Hylton will provide an update on the latest projects and priorities shaping Chesterfield County. He will give an overview of recent accomplishments and future plans aimed at enhancing quality of life and supporting the county's success.

About The Speaker
Dr. LeQuan Hylton was born in Martinsville, Virginia, and relocated to Chesterfield County with his mother in 1998 due to her job transfer. He has proudly called Chesterfield home since that time. He is a graduate of Manchester High School and earned a Bachelor of Science in Business Management with a concentration in Human Resources from Virginia State University. He also holds a Master of Business Administration from Averett University and a Ph.D. in Public Policy and Administration from Virginia Commonwealth University. In addition, Dr. Hylton is a graduate of the University of Virginia’s Sorensen Institute for Political Leadership and the Program for Leadership Development at Harvard Business School.
Professionally, Dr. Hylton has built a distinguished career spanning both business and public service. He is a Realtor and licensed builder and currently serves as a lieutenant colonel in the U.S. Army Reserve. A combat veteran of Afghanistan, he has commanded units specializing in logistics, engineering, construction, and acquisition. His leadership and service have been recognized with numerous honors, including being named Style Weekly’s “Top 40 Under 40” and Virginia Commonwealth University’s “Top 10 Under 10 Alumni of the Year.” Dr. Hylton has an extensive record of community service. He served on the Chesterfield County Planning Commission from 2019 to 2025 and co-chaired the Chesterfield County Housing Diversity (Affordable Housing) Working Group. He has also served as a board member of the Southside Virginia Association of REALTORS® and currently chairs Ujima, a giving circle focused on collective philanthropy. Additionally, Dr. Hylton serves on the Virginia Association of REALTORS® Professional Standards Committee. He is a life member of Alpha Phi Alpha Fraternity, Inc., and a member of Prince Hall Masons. For more than 25 years, he has been a devoted member of Saint Paul’s Baptist Church, where he was honored with a lifetime achievement award recognizing his impactful work in affordable housing and homelessness.
Dr. Hylton and his wife, Dr. Nelda Hylton, have three daughters, two of whom attend Chesterfield Public Schools.
Registration is REQUIRED by July 7th. July 8th through July 10th registrations will be considered late, and an extra fee is assessed. Registration will be closed after July 10th.
